is there any way to block someone from "standing up" from an object? does anyone have an example script that does this if it's possible? or is it strictly up to the sitter to participate?

There is no way short of asking the user to switch to a custom viewer of some kind.

Yes, you cannot prevent anyone to stand up from anything in SL. But you can send someone an IM that the victim stood up. Please keep in mind that you stand up automatically on login.

That said, depending on your situation there may be a solution:
There is a sub community out there which enjoys to capture other people or be captured and locked up securely. We use a special (e. i. non official) viewer which allows to impose restrictions like not being able to stand up, not being able to detach, edit or rez objects, ...
