I know that you can set a 'listen' to check the time of day, and do things like turn lights on and off. I am setting some effects that look sort of dumb in the day, so I think a set to 0-100% transparency should do the trick.

But what is the command to listen to the time of day in LSL? Does anyone happen to have a good WIKI page about it?

The best way is to track sun angle with llGetSunDirection or time of day with llGetTimeofDay, depending on whether you are more interested in what the sun looks like or what the clock looks like.
