Is it possible to write a script prim/object that when one avatar touches it a second avatar receives a landmark to the prim/object’s current location (ie. An automatic LM giver)? If it is, how is it done?
Also is it possible to offset the LM so the second avatar does not land on top of the prim/object when they use the LM?

You can only do this if the landmark was created by a person and placed into the inventory of the giver object ahead of somebody trying to give it.
Of course, if the object never moves, this would work.
(Yes, I'm aware you could do it with a libsecondlife bot, but I'm guessing that's not what the OP was asking!)

this is not a LM to say but you could build a SL URL
which is secondlife://sim name/X/Y/Z
limited but does have uses.
