I have a clock that I want to tick tock all the time and then chime on the hour and half hour.
I do not know how to pay a sound all the time and I understand that only one prim can play a sound at a time so can the tick tock be in one prim in the clock and the chime in another, or do I have to write a script that plays the tick tock then checks time and stops the tick tock to play the chime?

There are a couple ways. Set up two prims one to use llLoopSound for the tick tock. The second prim to use llPlaySound for the chimes.

or...

One prim. Use llLoopSound for the Tick Tock. then use llTriggerSound for the chiming. Trigger does not wait or not play because another sound is still playing. So yes in a way a prim can play more than one sound at a time. Trigger Sound does it a little different.

check here to understand the differnce between Trigger Sound and Play Sound. If your object is not moving all around trigger will work just fine.

One other question my clock has a number of prims linked. I have the hands moving and the pendulum moving. I assume I can put the tick tock in one of the prims and the chime in another and both still work.
It is not totally important the tick tock goes all the time since the chime will be noticed. So I could write the script that stops the tick tock when it chimes. But not if I do not have to!

Each prim can only play one sound. Putting them in separate prims is the way forward, and you won't have to stop the tick tock for the chimes.
