Is it possible to change the position of the sun in a region by script?

I can do it via the debug menu, and from the Region/Estate Tools, but I can only find Get functions for time of day and sun direction, no Set functions.

If the answer is 'no', can anyone offer an explanation as to why these functions are available via the debug settings and the Region/Estate settings, but not by script?

No.

As for why, I suspect it is to protect sims from being altered by people who shouldn't be allowed to, but it's probably just because that's not the way the Linden gods created the world. I know, you can terraform by script and do some other things that have more griefing potential than moving the sun, but who ever said SL was consistent? There are many other things in the debug and Region/Estate menus that you can't script.

most debug settings aren't accessible by script (in fact I don't think any are) and very few of the estate settings... mainly just the ones that LL expected would need some interaction

With Restrained Life Viewer (and many other popular alternate viewers that offer optional RLV support - like Cool Viewer, Greenlife Emerald, etc) you can. It works on a client side basis - you can you load windlight settings, change the sun, color - anything in that area there with certain commands passed through a relay.
