I wanted to know if there is a script command yet for the glow effect yet in windlight? and if so what is that command? o.O

I believe there still isn't. There was a JIRA issue about this, where the Lindens commented they should really get it fixed or something like that. You might do some searching at http://jira.secondlife.com/ for it.
