I like to hover... I hate to walk, but the flight speed is a bit fast for me. I know you can speed flight up with a script, but can I slow it down? Or perhaps a modified vehicle script?

That's a really weird request.
Here's the accelerator I had in my inventory-- I think if you set the speed negative, it will slow you down.
EDIT: Maybe not. I need to do a bit more research.

One thing to look at, and this has nothing to do with scripting, but look at your altitude the next time you are somewhere, if your above, I think it's like 300m, and you fly, you actually fly faster, that is kind of annoying in itself, specially because everyone seems to build all their stuff up in the air.

it is possible to cause yourself to fly slower, but results might be a little strange in a laggy sim

The flight boosters all work as an attachment that pushes them (and thus you) harder in the direction you're going.
Pushing in the opposite direction should work. Something like in pseudo code like:
get velocity negate velocity scale velocity vector apply new vector as a push
ought to work, although getting the scaling right could be tricky. There's plenty of open source flight boosts around, have a look at one and give it a bash.

get velocity get velocity_magnatude apply impulse (velocity * -velocity_magnatude * 0.5) would almost halve your speed. it will come close to halving your speed the more often it is applied  . Between impulses there's time for your avatar to speed up a little again, so your average velocity ends up being higher.
