Well...even if someone programmed this, it wouldn't work in 90% of the sims anyway since push is restricted, and that's the only way I know of to "shoot" someone.
There are other more inventive ways that someone could do something similar to this regarding the behaviour of the object after the person sat on it, but the easiest thing to do if you don't what people sitting on something is to have it check for an avatar on the changed event and to just unsit them.

With regard to preventing sitting, using unsit is not the same. Suppose you want to prevent an avatar from going from A to B. If there is a sittable prim at B, the avatar can sit on it, and even if they are immediately unsat, they're still now at B. One wants a way of forcing a prim to respond "No suitable surface".

I do beleive llSitTarget (<0,0,0>, ZERO_ROTATION) will do that. (9 times out of 10)

That, or set the sit-target really far away. Sit target max distance along any axis is something like 384m, which is plenty for most things.
