Though the official wiki does not state this, it seems that for this to work, the owner must be present in the same sim as the object containing the script.

Short of a creative use of scanners, is there any way to count the number of prims for a particular user who is not the owner of the parcel?

I think the function works now (after http://jira.secondlife.com/browse/SVC-25) as long as the object containing the script is owned by the parcel owner--meaning that if the parcel is group-owned, the scripted object needs to be deeded to group, too, in order to work when the group owners aren't around.

I don't think there's a way for someone to count their own prims on a parcel they don't own, unless the parcel owner has provided such a scripted object.

qie right, it'll fail if the owner of the script doesn't have permissions for checking the parcel... least that's how it's supposed to work
