llGiveInventory; Delay or Throttling?

Question!

Official wiki says this:
http://wiki.secondlife.com/wiki/LlGiveInventory

Unofficial wiki says this:
http://rpgstats.com/wiki/index.php?title=LlGiveInventory

One says no delay, the other says three second delay. Which is it? And is any throttling in place? I'm working on an object server that takes orders from all over SL by HTTP and distributes objects, often quite rapidly to different people. Will it overload due to throttling or delays?

Thanks!

From my favourite wiki:

This function delays the script for 3 seconds if the target is an avatar. Object to object transfers seem to have no delay, and the delay text has been removed from the SL tooltip
