how is llSetForce measured?

I assume newtons, but just want to double check before I apply my equations to the script as chasing down physics experiments gone wrong is a real PITA.

It's newtons :) So, for example, llSetForce(<0,0,9.8 * llGetMass()>, FALSE) will float you, exactly countering the force of gravity.
