Just trying to find out if anyone is having this problem. We make Safezone weapons that have absolutly no push capabilities yet for the last two weeks or so Ive been getting complaints from some customers that occasionally the person they shoot at with our bow gets launched when hit. I was able to reproduce the problem and launced somebody across the sim. Problem is that is the same script we have been using for months. And it does not happen all the time. Id say 1 in every 100 arrows. Im stumped on this one.

sounds like the physics engine in SL is correcting a situation when two objects are in the same place at the same time. i see it happen often.

What you might want to try is switching over to phantom and using llVolumeDetect to come up with your collisions. My only concern is that phantom and physical tend to work poorly when it comes to going through the ground but from what i've seen of current arrow scripts they are built in with land collisions.
