Detecting attachments on other AVs?

Can an attachment on one AV detect an attachment on another? Trying to do this without the attachment sending a channel message every x minutes.

As far as I'm aware an attachment is (for your purposes) a part of the avatar itself and there is no way for another object to determine if the attachment is in place other than "Talking" to it on a chat channel.
