Is there any way to control an avatars speed thru a scripted attachment; in paticular slow it down? Strange as it sound for a build Im working on, would help to place a snare type effect on an avatar when item is equiped.

No, not strange at all. One of my projects involves slowing down an avatar.
Controlled application of forces and impulses opposite the direction of travel will do it. I can't detail it yet.
