I'm pretty sure there was another thread on this a while back. I ran into this issue too. I had a linked object, and a script in one of the prims that changed the cut parameter using llSetPrimitiveParams. If I give that object to someone else as no-mod, that script doesn't work. If I give them a copy with mod permissions, it works.
Is there a way around this? I tried getting the same visual effect by trying other transformations like rotating the prim, but that doesn't quite work. And I did that by hand, so I'm not sure if the script will be allowed to do that too. I guess I could rebuild the whole object and use a second prim and rotate that to simulate the changing cut, but that's kinda excessive.
So I guess cut (and maybe hollow?) are treated differently? Can a script change a prim's scale in a no-mod object? I know it can change textures and alpha and relative positions/rotations, because I have scripts/objects that do that. So why is cut special?

I have been hit by this too and as a result must sell my flower houses with mod permissions. A script in a no-mod object can change the scale, position, and rotation but it can't change the cut. I haven't tried hollow, twist, shear, etc. I have filed a bug report on this, as it makes no sense, but I haven't heard anything on it.

Personally, I'd lean towards getting the bug fixed... But that's not up to us, of course.

Scripts not being able to change prim attributes when no-mod? that sounds like a bug.
