Titlers

Just started trying to learn scripting, and wanted to make a simple titler. I am guessing that I would need to set up a listener and use it to call llSetText on the prim, but I am at a loss on exactly how to get started with it. If anyone could give me a nudge in the right direction, I would really appreciate it. I want to do something like being able to say /99 title blablabla and also change the color the same way. I am not looking for a premade script, just pointers to help me learn to make my own.

Take a look at the llListen documentation, as well as the string functions, which you can use to parse chat commands.
