Will it now be possible to scan a sim for objects made by certian creators?

This would prove very helpful to rid many types of greifing tools and simply object that are scripted badly creating high lag

Nope - llGetCreator only gets the creator of the object that the script is in. You can't say "get me the creator of that object over there."

The function below will get an object's creator:

http://wiki.secondlife.com/wiki/LlGetObjectDetails

That, used in conjunction with other functions, like llSensor, should get you the creator's of objects nearby.

please note if things are running slow, object details might conceivably return "unknown"
