Possible to change time of day?

I was wondering if it is possible to change the time of day in the region. I wanted something where I can create weather and the sim gets darker or goes to nighttime settings.

Depends on who's point of view you're trying to change. Anyone can change the settings on their viewer under any condition, so there's never a guarantee what someone is looking at. As far as having the ability to change the time of day that the server thinks it is (the region default), you cannot in any circumstance make changes on mainland, and can on an island if you're the owner, or perhaps (not 100 percent sure), have estate privileges. I think you can, but not totally sure about that. There's no scripting way (afaik) to make changes to region time of day either.

I am an island owner.

So there is no way that with a script I can set it to nighttime in the region settings?

Correct. The best you can do is set it to night all the time and try to use textures and local lighting and such to compensate when you want it to be "day". Doesn't really work well. At all.

You can set permanant night atm in the "region" menu. With the further implementation of windlight region owners will, as I understand it, be able to define their own sky, length of day, time of day etc etc, but that is in the future.
