What does the 3rd value do?

first is left and right
second is up and down

so where is the third controling?

If you mean the vector value of VEHICLE_ANGULAR_MOTOR_DIRECTION, the vector is really an axis (the direction of the vector), and a rotational speed (the length/magnitude of the vector, in radians per second). In a sense--at least if you only use one non-zero component--the components represent roll, pitch, and yaw respectively. See:
