Anyone know if there is a way to detect if there is a lag script inside someone elses Prims??

There isn't, at least not via a script. The best you can hope to do is examine the prims of someone's object to count the number of scripts. If you see hundreds, that's a serious lagger. You can also count scripts in attachments, but it's difficult to convince the edit tools to let you actually look into someone's attachment, and I don't actually think it's SUPPOSED to be possible.

I think you can get a rough estimate of script times if you have access to the land tools?
(I dont own land so I dont know...)
