I've noticed a change how notecards are handled, unfortunately I ran into some hardships because of some older scripts depended on some older rules.
New way: 1. Every notecard has a unique key if edited and saved. Even blank. 2. Blank notecard initially have an inventory key of NULL. 3. If you try to re-edit a blank notecard that was edited before and saved, it just displays Loading..... but never can be edited. (BUG)
Old way: 1. Every notecard had a unique key, even blank ones. 2. Only way to get a NULL key notecard if the notecard didn't have full permissions or did not exist in inventory. 3. Blank notecard could be edited even saved as blank.

The same problem has been plagueing textures (show as grey leather, the default missing image) and objects (show in inventory and have content, but cannot be "opened" .
