Replicating Stretch

When you stretch a multiple prim object in Edit, all of the prims change in proportion, alignment is maintained, and the changed object looks the same only larger. Therefore, within the SL programing code there is a formula that accounts for the different prim orientations and spacial relationships to allow this to happen quickly and smoothly. My question is, whether such a formula could be replicated within a script.

Yes. Though there will be problems if a prim hits the minimum or maximum size or the link distance is exceeded.
