I noticed that when changing the 'Object Mesh Detail' slider from preferences that prim shapes change dramatically. I know this is akin to vertex decimation and is used to reduce the complexity of 3D objects but I'm wondering whether or not there is a modifier I can apply to my prims so that they always appear at a certain detail level.

It just so happens that one of my builds looks much better in low polygon mode.

Any ideas?

No, but I like the idea -- allow us to demote detail settings per prim. (But never promote, for obvious reasons.) You can get some neat hexagonal shapes from spheres at lower detail levels.

However, considering that prim parameters haven't changed in a looooong while, I am guessing there's not much room for expansion.

Yes, that's exactly what I'm getting at. Just allowing us to define the limit of complexity.

Well, this would add a LOT to the building aspect.

This has been discussed before, and as I recall Torley Linden expressed interest in the idea at the time. I believe there is a feature request open for it. But like most things, I wouldn't hold your breath waiting for it.
