I'm trying to figure out why some things attach with the wrong orientation --- hats rezzing on your head upside down or standing on edge, is the classic example. Is there some sort of hidden attachment state which overrides the rotation you set up in the object? It certainly ignores or overrides any rotation you apply to the item yourself, and it happens identically whether you select Wear or Attach To or just drop the object on yourself. Furthermore, it's not a property of the object, but of the attachment site I think --- eg. I can't put on any Angel Wings anymore, because even if I get a new copy it attaches itself with a nutty orientation. Any advice on this would be very helpful and clear up a significant annoyance.

Any advice on this would be very helpful and clear up a significant annoyance. Objects "remember" the last used attachment point, position, and rotation. When attached, they ignore the rotation last used when it was rezzed (e.g., on the ground). If it is attached to a different point on your avatar than it was last attached, it will be wonky, b/c that rotation has never been saved. For your Angel Wings, try this: attach them to your spine, right-click them, choose Edit, then press CTRL+SHIFT to show the rotation rings. Change rotation and positions as needed. Detach. Next time you drag the wings onto your avatar, they'll attach the in the same spot, same rotation.

I've had the same problem when I created a hat, and I used the same method Cubey described... now THAT hat works ever time I put it on. That will not mean that the next hat I make will not have the same problem.
The next time I make a hat, I will try changing the axis to local or from local to NOT local, and see if that has a more positive effect. Then if not, perhaps I will rotate the Z axis 180 degrees before I create anything.
I'm not certain, but I think it is important to make the part that will touch your head the root prim if you are linking parts to it such as a brim or anything wild such as antlers. =)

Thank you Cubey, and Samhain. You have no idea how many hats and glasses I've just extracted from my abdomen or leg and adjusted.  )) Plus the Angel wings. I'm still missing the vital piece of information though as to what the attachment state actually is, where it resides, what it is that I've just edited, how come it applies only to one specific type of item (it's not by object ID, so is it by name?), etc. I feel I'm not in control of the situation yet. Also, manual adjustment of the position and rotation doesn't really produce a perfect result, so I'd like to be able to script such details for the item. But what is it that needs setting, since it's not a property of the item in question? Confusedly yours, Morg.
