It's just indicating that the object is "speaking" in some manner, i.e. via llSay/Whisper/Shout/OwnerSay.

Doesn't the viewer do it whenever an object sends something that winds up visible in your chat? That would include llOwnerSay() and maybe even llInstantMessage().
