this might have been done before but im looking for a combination of a "zero prim rezer" & a holodeck.

so it will work like the one in startrek which changes the scene & objects.

is it possible.

Using zero rezzers should generally be avoided unless there is no other viable option.

They put an unneccessary strain on sims as well as cause a somewhat constant stream of additional traffic. Especially when many objects are constantly re-rezzed.

...but possible, yes. You might consider instead having a loose collection of prims that know what to do with themselves for each "scene". As in, have them each change their prim parameters on demand. This would put a limit on the complexity of the scene, and it would count toward prim limits, but it would be nicer on sim resources and likely to endear you (or your clients) quite a bit more to the neighbors.

You could also rez non-temporary objects on demand, but you'd have to be more careful about prim limits, keeping track of the maximum number of prims used by the biggest scene. Each of the objects will also have to know how to go away nicely when you're done with it.
