If I drop waterflow in a bunch of prims and then take it out leaving the water flowing does it reduce the lag effects by getting something for nothing, or is the script still working regardless, just not visible? Or does it stop moving eventually.

Texture animation is a prim property. A script is used to activate it. No more, no less. Same goes for particle effects. (if turned on once and then left as is) Though if there's anything else like splashing sounds or particle effects that trigger on collision, those will only work with the script in the object(s).
