way to disable outside scripts but allow scripts made by sim owner but owned by other

Is there a way to disable outside scripts but allow scripts made by sim owner (or sim group) but owned by or worn by other residents to work in his sim.

Hi I'm thinking not possible

What I want is a way to make scripts in the Giant snail races work even if the racer wears them
and be able to shut down all outside scripts to prevent cheating grieving things like that.
Not really a problem yet just troubleshooting.

Probably only way is to force them to join a group right?
But then not guaranteed that they will use only your scripts right?

I don't own a sim so don't know what instructions you get with those.
