Could someone kindly explain to me how scripters make it so when I turn my AO on, I am not asked to have my character animated when I walk to overlap SL's standard walk?

You don't get the dialog asking your permission if the object is attached to you or you have sat on it.

Scripting-wise the script still asks for permission but in these cases permission is assumed and granted invisibly without the user ever seeing the dialog box.

Alright. Then I must be doing something wrong, because it is still asking me if it is alright to animate my character.

This is a bit stupid (IMHO) but none of the automatically granted permissions to the root of an attachment/HUD apply to the child prims. So a request to animate your AV will still produce a dialog if it happens from a child prim.

One work-round for this is to have the child prims send a link message to the root telling it to play an animation (or to add it to the list of animations begin played). If you examine the scripts in the root and child prims of Yadni's free, open-source, facial expressions hud you can see an example of how this is done.
