this is really just another proposed fix for SVC-421 (Cannot delete contents from no-modify objects)

I've linked the two and added a request for demonstration of Copyright violation to SVC-421

if someone is aware of a case where allowing the original fix will cause copyright or IP violation I'd welcome a comment there so it can be directly addressed.
