Get Object Perms by UUID?

Is there a way to get the permissions of an object by it's UID? I have looked at llGetObjectPermMask & llGetInventoryPermMask but what if I am not the owner?
Perhaps I just don't see the risk in this ability. If this is possible I would love to know the function I'm missing or if there is an inherent risk, please explain.

I doubt it's due to a security issue (although the justified parnoia of LL and permissions might be a factor)

more likely they just never saw much of a use for this on targeted objects, just those with a script attached, or in inventory...
