if you're wanting to learn how to build it you'd want to look into llSetPrimitiveParams and PRIM_POINT_LIGHT and maybe volumetric lighting (a prim larger than you source color to match your color, and some degree of transparency.... also under windlight you might want to look into the glow setting, but don't hold you breath...
