Is there a way for me to create a linked object where only the root prim will rotate on command? Such as if I say /9 rotate 1 degrees, it will do so and the other linked prims will stay put?

No. Or rather not nicely. Simplest technique - make a different prim the root prim!

Lots of llSetPos and llSetLocalRots to get that to work and it wont be pretty or smooth.
Any chance a texture rotation would do? All you'd need would be an llRotateTexture or an llOffsetTexture depending on the prim.
