IN the release notes, it states temp on rez has been changed to make it more permissive - does anyone know the specifics?

From memory...
amount of temp-on-rez prims on parcels raised to number that dynamically scales between "total amount of prims parcel can support" if the parcel is empty and "half amount of prims parcel can support" if the parcel is completely filled with regular prims.
vehicles and such temp-on-rez items no longer disappear when/while someone is sitting on them.. which brings back the way it was pre-changes.
should be couple Linden posts with exact details in some threads in this forum section ^^;

Yes, temp-on-rez vehicles will not be deleted until the last passenger stands up.
Parcel owners are limited in how many temp prims they can have on their land. This is not new, but the formula for the limit has changed. The new formula is:
temp_prim_limit = prim_limit - current_prim_count + min( 0.5 * current_prim_count + 400, 1000)
