What characters does XOR encryption support?

What characters does XOR encryption support? It states in the wiki that certain characters become ?. It'd be nice if someone could type them out, I'd appreciate it.

And what is the strongest encryption method? Is it XTEA?

they don't become '?' they display as '?' (or boxes, or other non-visible characters). XorBase64 supports what you'd expect for characters, ie the normal set of base 64 (all alphas, all digits, '+', and '/' with trailing '='

and yeah I think Xtea is the strongest that's freely laying about
