set to av?

i Keep beating my head on the desk, there are certain vendors who have this ability and I know it's very possible. but sadly I keep slamming into syntax errors left and right. What I am trying to do is make a rezzer system that will be locked to the av that touches it and then release after so long. say like an hr or so. then it will be useable again by other people. I had it set to samegroup but that was causing issues with people who are not members of that group to use it. the way I want to do it is like I mentioned above. Hopefully somebody here will know how to do it.
