Is it possible to make a script that auto-declines abuse reports (toggleable in case you DO need to report someone...)

If by "abuse reports" you mean the popups that tell you you may have been griefed upon everytime something scripted pushes you, you may want to check in your preferences, there is a way to turn the reporting off if I remeber correctly.

And even with the pop-ups disabled, Help->Report PvP Abuse... still retains all those pushes for when a real griefer pegs you.
