Here's a scripting tip (okie it's a design tip, more so than a scripting tip)...
Don't rely on your players to use SHOUT as a means to communicate with your game. Stupid ass f'n socialite scum neighbors of mine have pissed me off long enough. I'm fed up with many aspects of where SL has gone, and today's shout fest has really got me steamed. Fucking socialite fucktards.
If you can't design a game that can corral your pack of dwellbot porn browsing noob-$ spending event-goers into a 20m area, so they can use SAY, then fucking hire someone that can design a game for you. goddamn I'm pissed.
Today, I hate you all. Tomorrow I'll probably forget I was pissed -- but today isn't tomorrow.
Now I return to SL and the task of muting yet another pack of idiot shout spammers.

Even better, pick channel above 0 for communication if you must. Then it not only lags less, but even when they scream, no one but the game hears them o.O;

aye theres no real way to make listen work in only a normal chat distance, if it listens you can shout @ it
best solution (which is already mentioned) is use any of the, what is it 2 billion(?), possible chat channels
