I heard that I can build stuff without actually using any prims, if I do something script-wize... Is that correct? And if so - how do I do it?

Something that is 3D has to be done using prims. Scripting alone will not build an object for you...
Well..that's a lie. Scripts can build FOR you...but they will be using prims to do so. That kind of scripting is pretty complicated...as far as my graphic design booty is concerned. I think these scripts are labeled as "tools." _____________________

Hmmm... Well I've seen several ads saying that "now you can build without using up any prims"... or something like that... I think a lot of house builders use it? Something with re-rezzing?

I think you must be misinterpreting what they said. There are things like rez-fu or whatever that build or configure a preplanned house/object/build, but they are still creating/manipulating prims to do it and using prims on the land they build on.

Temporary On Rez objects don't count against the prim count. However the technique comes with several caveats, and is not without its controversies.
