If the writing on the sign won't change over a few days, then the easiest thing you can do is to create a graphic image of the notice using your favourite graphics program, save it as a PNG file, and upload this into SL as a texture. You can then apply the texture to a prim. No script required.

The png file IS a texture. You upload it with File >> Upload in SL. It will cost you L$10.

before doing the export, is it possible for me to do the wordings in the word document using word format? then try to export it? if not, can tell me what other alternative ways involved?

PowerPoint allows you to save individual slides in many different formats, one of which is PNG. So, a quick way to make a sign or a poster is to create it as a PowerPoint slide, save it, and then simply upload the file and use it as a texture in world. As I said in my last post, that's just a matter of using File > Upload > Image and paying the L$10 fee.
