I created a pet and use 'llMoveToTarget()' for it to follow me. But once I cross parcells, it can't follow again and stay at the boundary, even after I go back to the previous parcel. What's the reason? How to fix ? Thanks!

Several reasons come to mind:
Scripts in that other parcel are off. Object entry on that other parcel is denied.

Other ideas.. try setting your pet to physical, if you can, a lot of parcels will allow physical objects to enter when they won't allow nonphys objects. That will drastically change how complicated your pet is though.
setting it to phantom might help, if it's "running into" something... But phantom and physical don't work well with "ground dwelling" pets.
Really though, the two biggies have already been suggested (no scripts, and object entry). Though here's one more to think about...
Sim Boundaries.
There's a difference between a "parcel" and a "region/sim". A "Parcel" is any section of land. Parcels are often owned by different people, and can be called "property lines". Regions, or "Sims" are the big "256x256 squares on the map".
Getting non-physical objects to cross SIM boundaries.. may actually be impossible (since the "goto" coordinates are not within the simulator.. I've never tried it.

Also you have to make sure you don't have the script itself setup to not cross your property line. A lot of pets are setup that way.
llOverMyLand isnt in there anywhere?
