OK, so if I want it to be raining over my whole property, not localized near a specific Prim, is there any way to adjust the falloff of sound? I've bought 2 different "rain sounds packs" and in both cases, you can only hear the rain if you are near the rez'd prim. I've looked at the various sound script calls, but I cannot find a way to control falloff on the played wave file.
Obviously, I could play rain through my stream, but then I could listen to music and play rain at the same time. Any clues?

In all my playing with sound (which, admittedly, is slightly limited), I have found no way to control falloff, only initial volume at the source (consequently leading to a larger falloff radius).

The easiest way may actually be to just set up an audio stream of the rain sounds.

Check your preferences

When I first experienced SL I was thinking that the sound algorithms bore no relation to reality. Then I discovered the RollOff and Distance Factor settings in the Audio & Video page of your prefences. If you push the Distance Factor and Rolloff Factor to the left you will find that sounds attached to objects behave very differently. Unfortunately since there isn't a baseline that approaches a functional normality you have no idea what other people are hearing. At least you can set your personal prefences so it works for you.
A functional solution would be to find out the basic preset levels for RollOff and Distance so you have at least an idea of what those few users who have their sound effects on will hear and then duplicate the prim with the sound and distribute the copies around the property until you get the effect you want. Something like rain wouldn't need any interprim sync so you wouldn't have to worry about the distance between them.
