I don't think there's a specific one specifically for LSL, but there have been a few times that people have written files for other compilers.
If you have a certain compiler you have in mind, you can search the scripting forums and it should come back if there are any that have been done.

For just editing code and offline 'compilation' I like a lot of others use Scite-Ez and lslint
