When the camera moves more than around 80m away from Linden trees, they change to lower (very, very low) quality versions. Is there any way of disabling this so they always stay at top quality? I have all graphics settings maxed and changing draw-distance doesn't change this effect.
So, how do you lock them or is this some hard-coded thing to make SL look awful?

This is called "Level of Detail" (LOD) handling. It's the same thing that makes smaller objects disappear completely when your AV is far away, even if you cam right to them. The rendering engines server-side as well as client-side enforce LOD restrictions to make things run faster (limit lag). As Windlight has rolled out, it appears that LOD restrictions have gotten more noticable, both visually and with sound.
So, while you might be able to find an obscure debug setting that helps, you will not be able to make LOD limits away. .
