This was an empty lot last time I logged in.
Next time I'll be sure to either buy large or many.

What is the official stand on Billboards and sign usage?

As the signs are not owned by the parcel owner, you can consider them litter. Here are the options as I see them:
  1. contact the sign owner, politely ask them to be removed, expect no response or invective, and/or invalid declarations of "free speech"; not recommended.
  2. Contact the land owner ask him to remove them, he looks like he might not be active, so you may have a wait
  3. Buy the plots (which are not too expensive) pay LL the extra tier, remove em yourself; expensive-ish
  4. Contact some people in the nearby parcels who look like they may know the litterbug, politely ask them to get them down
  5. Post to Second Life Land Management, wait for someone to care.
