What is the official stand on Billboards and sign usage?

As the signs are not owned by the parcel owner, you can consider them litter. Here are the options as I see them: - contact the sign owner, politely ask them to be removed, expect no response or invective, and/or invalid declarations of "free speech"; not recommended.
- Contact the land owner ask him to remove them, he looks like he might not be active, so you may have a wait
- Buy the plots (which are not too expensive) pay LL the extra tier, remove em yourself; expensive-ish
- Contact some people in the nearby parcels who look like they may know the litterbug, politely ask them to get them down
- Post to Second Life Land Management, wait for someone to care.
