Im making a werewolf av and i want to make an animation override that keeps the legs in the correct shape. Would it be enough to create a priority 4 animation with the leg moved into the shape i want or will i have to create a complete new set of animations?

You can try it with a priority 4 posture that only uses the shins and feet, all other joints left in the basic pose. Your avatar would be able to walk; at least the thighs would move and the lower legs stay in relative position to the thighs. But I bet it looks quite odd when the knees are never bent while walking. Sitting postures would look even worse, with the legs stretched out. For the standing posture it'd be sufficient, also for hovering/flying. But for walking and running I'd rather create a complete new animation.
One thing to consider: a transparency prim hiding the avatar's legs from the knees down. Then create the werewolf legs out of prims, at the right angle, and attach them to the lower legs. That way you wouldn't need an animation override at all.
