I have a couples bracelet and a few dance ballsets. Is there a way to put the ballset anims into the bracelet and still have the av's dance together like they would on the ballsets?

No, the unfortunate reality of those ball sets is they are the only way to precisely position the avatars. While you can move two avatars together with an attachment (as the hug and slap attachments have shown), those positions were scripted. A separate bracelet would need to be scripted, and it may not be possible to get the avatars close enough without using balls.
