I have AVIMATOR, but I need a program I can make animations with. I need it to be able to play a movie in the background so I can make the avatar move almost exactly to a dance a person is doing in the video, if that makes sense. Any help? Thanks!

It's called rotoscoping. It can be done in Poser, not sure about any other programs.
Also not easy to do, you really need a video made just for doing the animation from to get the size and angles to match what you want.

Here's one to consider as well : http://www.3dutils.com/products/vm.htm

It's essentially rotoscoping as well, and works best with video taken from from and side at 90 degrees, but I suppose it may be useful for someone.
