Forgive me I'm at work; However if I remember correctly you can only rotate the foot which inludes the ankle. I believe the heirarchy is foot/shin/thigh/hips.
Just click on the foot to highlight and in the parameters window you should see the dial for rotate, twist etc.

There shoud be parameter dials for Bend, Twist, and Side-Side.

If you're seeing the X, Y, and Z Translate dials, check under the Figure/Use Inverse Kinematics menu; you probably have IK active for that body part. I'm not sure, since I don't do animations that much, but I _think_ you'll want to have IK toggled off.

Oh: I don't know if this is true under Poser 6, but under P5, when you toggled IK on a body part, you sometimes had to select something else and then reselect the body part to get the parameter dial list to update. Some weird quirk in the Python-driven UI.

If you have inverse kinemetics turned on for the legs, there will not be a very noticeable change when you apply the rotations to the shin or thigh until you go past a limit, it sorta of turns the legs to rubber and glues the foot to it's current position, turn them off first, pose , then turn them on if you need to shift the body and not have to repose all the parts. Another IK tip, set your joints bent a lil bit in the direction you would like them to bend by having it off at first, and bending you hierarchy chains just a lil bit in that direction. Then when you turn it on and move the mannequin it is more likely to bend that direction.

And yes it is a fact that if you had IK on and turn it off , you will have to select a camera or something then go back to the dials to get rid of the trans dials and vice versa, a body part selection wont do the trick.

Also it is good to note that the bottom(3rd) rotation is the most likely rotation for the joint, the top one the least. So it is not always x,y,z it may be y,z,x or z,x,y etc.
