Is there any way to view an animation when it's played, with a slower playback?

Not within SL, unless there's some debug setting in the client to do it (and it would affect you only). The playback speed is part of the animation and can't be changed within SL.

For a BVH file (an anim before it's loaded into SL), you can change the frames-per-second setting in the file and when uploaded (or viewed in an animation viewing/creation program) it'll run at the modified speed -- but I doubt that's what you're asking.

I think I saw some setting for playing animations at slo-mo in the Advanced menu, but I can't check it right now.

Good one Dylan:

Advanced -> Character -> slow motion animations

It will only affect what you see, not what others see.
